Care for Cats recognizes that the management of abandoned and free roaming cats is an extremely difficult challenge for communities. An effective TNR program can drastically reduce the number of free roaming cats. The purpose and goal of TNR is to reduce the number of feral cats and to ultimately reduce or eliminate the colony through natural attrition. Colonies should not be considered an alternate lifestyle for owned and socialized unwanted cats. Safeguards must be put in place to make sure that the colonies are managed by responsible caregivers in a location safe from predators with a minimal impact on indigenous wildlife.
